President Ghani's special envoy for regional consensus on peace, Mohammad Omar Daudzai, has said it would be better to hold the Consultative Loya Jirga on peace before Afghan politicians and Taliban meet in Qatar.

The Loya Jirga is expected to be held for four days in capital Kabul on April 29, while Afghan politicians and the Taliban representative are expected to meet in Doha on April 14.

Mohammad Omar Daudzai, also secretary of the High Peace Council (HPC), told a press conference here that 2,500 Afghans would attend the Loya Jirga.

He said 1,750 of the attendees would be from provinces and the rest from Kabul, with 30 percent of all the participants would be women.

The participants of the Loya Jirga would be chosen based on a premade mechanism and at least one person from each district would be present in the gathering, he said.

Daudzai said people in districts under Taliban's control could also send their representatives to the Jirga , but if people from such areas were unable to attend the council, people from the same areas living in other places would be chosen.

The Loya Jirga on peace was earlier expected on March 17 for consensus on mechanism for peace negotiations, defining fundamental lines and drafting a possible agreement with the Taliban, but it was delayed.

Daudzai said necessary preparations for holding the Jirga had been completed and the date for the event would not change.

The list of all participants from provinces and the capital would be ready until April 9, he added.

He said members of the Jirga would be divided into 50 working groups and they would discuss 25 questions on how to reach peace with the Taliban.

'This council would define the framework and limits of peace negotiations,' he said, calling the Loya Jirga a great step towards finding a political solution through peace dialogues and said consensus had been achieved about the Afghan peace on global world level but some differences on the issue still existed in the region.

Some of these differences were about the method of talks with the Taliban and conditions, he explained.

Without providing details, Daduzai said Pakistan , China, Russia and Qatar had their initiatives for the Afghan peace process and Afghanistan should coordinate them with each other.

A second meeting of Taliban representatives and Afghan politicians is expected on April 14 and 15 in Doha, the capital of Qatar.

Daudzai said the HPC had information about Doha meeting and suggested the meeting should be held after the Loya Jirga.

I fail to understand the Logic of this Delay

How would the government of Afghanistan understand what the Taliban want? And why not find a way to have the Taliban join the Loya Jirga peace process if possible? What are the 25 questions on how to reach peace with the Taliban when you have no clue as to what they want? I hope President Ghani and Mohammad Omar Daudzai, also secretary of the High Peace Council could shed light on these questions.
