ADB Appoints New Country Director for Afghanistan

The Asian Development Bank (ADB) has appointed Samuel Tumiwa as new Country Director for Afghanistan.

“I am very pleased to announce Mr. Tumiwa as ADB’s new Country Director for Afghanistan,” said Sean O'Sullivan, Director General for Central and West Asia Department at ADB. “Mr. Tumiwa has key strategic leadership skills and considerable experience to support the government’s development agenda and the country’s long-term development needs.”    

Mr. Tumiwa will lead ADB operations in Afghanistan and oversee the implementation of ADB’s Country Partnership Strategy, which aims to help the country achieve sustained and inclusive growth through infrastructure development, capacity and institutional development, as well as sector reform. 

“The Asian Development Bank has a long-term, close development partnership with Afghanistan,” said Mr. Tumiwa. “My priority is to work closely with the government of Afghanistan to deepen our partnership and help ADB’s resident mission provide innovative support to help the country reduce poverty and improve livelihoods.”

Mr. Tumiwa, an Indonesian national, joined ADB in 2001 and has since held numerous leadership positions. Prior to this appointment, he served as Principal Energy Specialist in the Central and West Asia Department, where he led the design and implementation of solar power development projects in Afghanistan and Pakistan. From 2011 to 2016, Mr. Tumiwa was the Deputy Representative of ADB’s North America Representative Office in Washington, D.C.

He holds a Master of Arts degree in International Affairs from Ohio University in the United States, according to ADB.

Mr. Tumiwa replaces the outgoing Country Director Thomas Panella, who served in Afghanistan since 2014, and who has now returned to the ADB Headquarters in the Philippines.

Afghanistan is a founding member of ADB, and, to date, it has received over $4.7 billion in grants and loans.
